Executive Management

Jeff Chiang, Chief Operating Officer

Jeff started his business aviation career with Asia Jet’s aircraft charter team and soon after became involved with aircraft management sales. He held a leadership role at Asia Jet after its acquisition by Hongkong Jet in late 2016, and his latest role prior to joining AsBAA was Senior Sales Manager for Hongkong Jet and Asia Jet, where he was responsible for aircraft management and aircraft charter sales.

Holding a Bachelor of Arts degree in Economics, Politics and History from the University of Toronto and a Postgraduate Certificate in Laws from City University of Hong Kong, Jeff was a solicitor in a Hong Kong law firm before his switch into business aviation. He remains a member of the Law Society of Hong Kong and currently holds a valid practicing certificate as well as a New Zealand Private Pilot’s License.


Anthony Lam, Director of Marketing and External Affairs

Anthony was the editor-in-chief of the region’s leading Asian business aviation magazine JET Asia-Pacific, where he covered the Asian business aviation industry’s development since 2011. Through the magazine and its signature regional events, Anthony profiled dozens of business aviation entrepreneurs, leaders, and business aircraft owners in Asia and around the world. Anthony is a contributing editor with Aviation International News and was the founding editor of Asian Sky Quarterly.

Previously based in the US and Shanghai and now in Hong Kong, Anthony is an avid FAA-licensed fixed and rotary-wing pilot and was formerly a member of the National Transportation Safety Board’s aviation accident investigative team, where he was awarded for outstanding service by the independent U.S. federal investigative agency. Anthony is a graduate of the NTSB Academy (later known as the NTSB Training Center) in fixed-wing and rotorcraft accident investigations, the University of California, Davis, and the San Francisco Conservatory of Music’s esteemed pre-college division.


Cathy Chiu, Regional Manager

Cathy Chiu has been working in aviation since graduation from college. Before joining AsBAA in 2017, Cathy was a Pilot Recruitment Manager for Hong Kong Airlines where she managed the entire functioning of flight crew recruitment, licensing and initial type training planning. She progressed her career to become Competency Manager in the Flight Operations Department and was in charge of flight crew personnel, flight operations HR and administration functions while taking up further responsibilities of developing and implementing policy and procedures for the improvement of task accuracy of the team. Prior to joining Hong Kong Airlines, Cathy had been working at Air Hong Kong, an all-cargo airline which is part of Cathay Pacific Airways Group. Having been working for different airlines and holding a variety of roles and responsibilities, Cathy has gained a diversified experience and knowledge in the industry.

Cathy holds a Bachelor’s degree in Business Management from The Royal Melbourne Institute of Technology University and a Certificate in Quality Management for Airline Operators & Internal QMS Auditing from the Nigel Bauer & Associates.

Wu Zhendong, Avion Pacific Limited Chairman and CEO

Wu Zhendong is the founder, president Chairman, and CEO of Avion Pacific Limited. Since graduation from Zhongshan University in 1983, Wu has plunged himself into the civil aviation industry in China. Wu went to the United States in 1988 where he obtained his Masters Degree in Business Administration.

After returning to China in 1993, Wu established Avion Pacific Limited, Shenzhen Kings Aviation Corp., Asian Sky Group (ASG), Avion Qianhai Development Ltd., and Tianjin Avion Leasing Ltd. etc.

As a pioneer in the general aviation (GA) industry in China in the past 30 years, Wu has consistently delivered his knowledge, experience, and passion for general aviation to both domestic and foreign partners and customers through advising and consulting services, and has committed to introduce western technology, services, and philosophy into China and promote the growth of GA in the region.

Phil Balmer,
Director Maintenance of TAG Aviation Asia

Phil Balmer has been a Vice Chairman with AsBAA since 2017, where he was Chairman of the AsBAA Hong Kong Regional Committee which includes the Greater Bay area, Philippines, and Taiwan.

Based in Hong Kong, Balmer is Director Maintenance of TAG Aviation Asia, responsible for the Continuing Airworthiness of the fleet and TAG’s Part 145 line maintenance team. Balmer is a member on various industry customer committees, including the Bombardier 7500 industry steering committee, Rolls Royce C3, and Honeywell Global Customer Committee.

Balmer is a licensed engineer holding Australia, EASA, and FAA A&P certificates, and is type rated on Bombardier Global, Challenger 601/604/605, Learjet 20/30 series, Gulfstream IV, Falcon 900/EX, and Citation X. Balmer is an FAA licensed Multi Engine, Commercial, Instrument rated pilot.

Paul Desgrosseilliers, ExecuJet Haite Aviation Services China
General Manager and Accountable Manager

Paul joined ExecuJet Haite in April 2013 as the General Manager and Accountable Manager for a large full-scale maintenance repair and overhaul facility with CAAC part-145, FAA, EASA, JMM, Cayman, Bermuda and Aruba approvals which includes service center authorizations from Bombardier, Dassault Falcon Jet, Embraer Executive Jets, Honeywell, Rolls-Royce, and General Electric for various types of aircraft and engines. In addition to maintenance oversight he is also responsible for business development to all other future opportunities in areas of FBO and aircraft management.

Paul has worked in mainland China for ten years, spending the prior time in Beijing, China working for Jet Aviation and acting as Chief Representative, responsible for business development activities in Greater China.

While working for Jet Aviation, Desgrosseilliers also served as the first General Manager for Shenzhen Business Aviation Center, the fixed-based operations (FBO) at Shenzhen Bao’an International Airport run by Deer Jet in 2010-2011.

Before relocating to China in 2009, Desgrosseilliers spent more than seven years as Operations Manager for Jet Aviation’s Boston/Bedford FBO/MRO in Massachusetts, US. During that time, Paul was one of a few managers from Jet Aviation brought to Beijing to assist in the management of business jet operations during the Olympic Games in 2008.

Desgrosseilliers holds a Bachelor of Science in Aviation Science from Bridgewater State University and a Master of Business Administration from the University of Massachusetts, US. He has a FAA private pilot license and a FAA dispatcher license.

Max Motschmann, Chief Executive Officer International Jet Management Asia Ltd.

Max is a passionate professional, with over 40 years’ experience in the aviation sector. A native German, born on 11th June 1955 in the Bavarian capital of Munich. Max joined the German Air Force in 1973 as a student pilot cadet.

Having served in various flying units in the German Air Force, he worked in the management of Munich Riem Airport as well as Frankfurt Airport before joining the newly set up German Airline Aero Lloyd in Frankfurt operating Caravelle S210 aircraft and later on becoming the project manager of the newly acquired DC-9-32 from GARUDA Airlines.

In 1982, he joined the Saudia Royal Fleet flying a Gulfstream II aircraft. In 1983, he transferred to the Philippines and became Managing Director of Multi Commerce & Management Corp., as well as Chief Executive Officer of EURO KONSULT Inc. In that position, he was working on various consulting projects in aviation in the Philippines, Vietnam, Cambodia, Indonesia, Thailand and Myanmar.

From July 2004 to January 2010, he was Senior Consultant for Operations and Security to the General Manager of the Manila International Airport Corporation and from February 2010 until January 2011, as Senior Consultant to the Director General Civil Aviation Authority of the Philippines with special responsibility for air operation and international relations particularly with FAA, EASA and other national and international aviation-related bodies.

In 2011, he founded YourJet Flight Services Inc. – now known as NavFix Flight Services Inc. – in the Philippines. After the acquisition of NavFix Flight Services Inc. by International Jet Management GmbH, he was tasked to open and operate in November 2012 International Jet Management Asia Ltd. and is until today serving as its Chief Executive Officer.

He was also instrumental as Philippine National Team Captain to bring the Philippine National Skydiving to various regional and international events and was President of the Philippine Association of Parachutists Inc. and was also one of the founding directors of the Aero Sports Federation of the Philippines Inc. In 1993, he became one of the three founders of the Philippine Hot Air Balloon Fiesta in Clark which had its 25th anniversary in 2018, the largest gathering of General aviation aircraft in the Asian region.

At AsBAA, Max was also the initiator of the first door knock call onto the Civil Aviation Authority of the Philippines by AsBAA officers in 2017 and formed the Philippine Chapter of AsBAA in the same year. In cooperation with the local AsBAA chapter Chairman and the members, he organized the AsBAA information and investment delegation to the Philippines in 2018 and jump started the Philippine Chapter Aviation Safety and Pilots Day in the same year.

In 2019, he was instrumental to work with the Board of Directors in crafting the new By-laws of AsBAA under which this election takes place.

Motschmann was also involved in designing and directing aerial stunts for several international and local movies. He is also the father of the AsBAA Discovery Program Mascot, Mio Motschmann and is guiding him through his lifetime experience to become an aviator too.

Rocky Zhang, Vice President Government Affairs Textron China

Rocky Zhang, has been working as Vice President of Textron China Government Affairs from Jul 2014. He is responsible for government affairs and spearheading Textron’s aviation business development efforts in China.

Rocky Zhang is also the Co-Chair for General Aviation & Business Aviation Committee, and Manufacturing & Airworthiness Committee of U.S. & China Aviation Cooperation Program (ACP) on behalf of Textron. He has been leading different GABA projects with Civil Aviation Administration of China (CAAC) and the aviation industry. Rocky Zhang has been working with U.S. Federal Aviation Administration (FAA) and CAAC on a lot of activities including organizing and hosting the FAA Asia Pacific Airworthiness Bilateral Partnership Dialogue.

Besides the significant role in ACP, Rocky works in Asia Business Aviation Association (AsBAA) as the Chairman of AsBAA China Mainland Committee, leading the business aviation industry development in China mainland.

Before he joined Textron, Rocky has been worked in Boeing since the year of 2003. His last position in Boeing was Chief Engineer of Boeing China Service. In his more-than-11-year career in Boeing, Rocky held increasing management positions within Boeing Guangzhou office and Boeing China, and has been working closely with the Chinese commercial aviation industry. During the years in Boeing, Rocky has been well known for providing different trainings related to regulations, airworthiness, engineering management, aging aircraft, new technology, maintenance concept, best practices and other aircraft maintenance & engineering courses to thousands of professionals in the industry all over Great China.

Rocky has been serving as airplane maintenance mechanic, engineer and manager in Beijing Aircraft Maintenance and Engineering Corporation from 1995 to 2003. With years of hands-on aircraft maintenance and engineering background, he has accumulated plenty of professional aircraft knowledge and experiences.

Rocky holds a Double E Bachelor Degree from Northwestern Polytechnic University and a Master Degree of Business Administration from Rutgers University of New Jersey, and mechanic license from FAA.

Lou-Ann Seet, Collins Aerospace, Avionics, Information Management Services, Customer Support Manager

Lou-Ann has been with Collins Aerospace as Customer Support for more than 3 years. Today, she is in charge of most of the regions in Asia. From Singapore, Hong Kong, China, Taiwan, Indonesia, Philippines, Japan, Korea all the way to Australia and New Zealand, she visits and trains customers on Collins Aerospace suite of flight solutions, conduct Regional trainings annually, attends the periodic Airshows like Avalon, ABACE and Conferences like FSI Safety Symposium, Inmarsat, CJI, etc in the region.

Her first role in Business Aviation was with Hongkong Jet, an operator in Hong Kong where she did Marketing and Flight Operations. It was there she learnt the various functions that make up flight operations, and what it entails to keep an airplane airworthy with the shortest lead time when the Aircraft is on Ground.]

Lou-Ann is passionate about helping people develop their careers in the aviation industry and advocates for women development in her organisation. She knows how important it is to take a chance on someone to grant them the opportunity of their life. She has been very grateful to great mentors like Denzil White, David Henderson, James Person and Mike Dupuis, all of whom believed more than what she could achieve. Today, she is paying it forward by inspiring aviation professionals to accelerate their careers.

Lou-Ann holds a Bachelor of Science in Economics and Finance with University of London. She has a FAA private pilot license and she flies whenever she is back in the US to visit Collins Aerospace headquarters or in Australia visiting.
